Pictures coming out of Murree have tragedy written all over them. The administration was caught napping as is almost always the case and is culpable. What is sadder still is that people have long known about the traffic jams in inclement weather in Murree but still take the risk and go there with families without checking the weather beforehand or simply ignoring it. At this time of outrage, it will be seen as victim blaming by some, but what makes it tragic is the tendency to ignore the inherent risks for an excursion of this nature with all the incompetence of the authorities known to one and all.
